Qatar Car Registration & Transfer Guide

Buying a used car in Qatar is only half the job — the sale isn't legally complete until ownership is transferred at the General Directorate of Traffic. This guide walks buyers and sellers (including expats in Doha) through the whole process, the documents you'll need, and what it typically costs.

What is Metrash2?

Metrash2 is the Qatar Ministry of Interior's official mobile app. It lets residents and citizens handle government services from their phone — including traffic services such as paying fines, renewing vehicle registration and transferring car ownership. Most private car sales in Qatar can now be completed entirely through Metrash2, without visiting a Traffic Department office, as long as both the buyer and seller have the app and a valid Qatari ID.

Before you transfer: the checklist

A transfer will be blocked unless all of the following are in order:

• No outstanding traffic fines on the vehicle or either party.
• Valid technical inspection (Fahes) — cars over three years old need a current inspection certificate.
• No active loan or lien registered against the car (the bank must release it first).
• Valid motor insurance in the buyer's name (at least third-party cover).
• Original Istimara (registration card) and both parties' Qatari ID cards.

Step-by-step: transferring ownership

1. Agree the sale and gather documents. Confirm the price, and collect both Qatari IDs and the vehicle's Istimara.
2. Clear fines and inspection. Pay any outstanding violations and renew the Fahes inspection if it has expired.
3. Arrange insurance. The buyer takes out motor insurance in their own name and gets the certificate.
4. Complete the transfer. In Metrash2, open Traffic Services → Transfer Vehicle Ownership, enter the buyer's details, and both parties confirm. Alternatively, both attend a Traffic Department office in person.
5. Pay the fees and get the new Istimara. Once approved, a new registration card is issued in the buyer's name. Ownership is now legally transferred.

Estimated registration & transfer fees

Costs are modest compared with the price of the car itself. As a rough guide, budget for the following (all figures in QAR and approximate):

• Ownership transfer fee: around QAR 150.
• Technical inspection (Fahes): around QAR 50 for a standard private car.
• Annual registration renewal: around QAR 100–200 depending on the vehicle.
• Motor insurance: varies widely by car value and driver history — commonly QAR 700–3,000+ per year.

The single largest recurring cost is insurance, not the government transfer fee. Get an insurance quote before you agree a deal so there are no surprises.

Frequently asked questions

Can I transfer a car if the seller is an expat leaving Qatar?

Yes, but complete the transfer before the seller cancels their residence permit (QID). Once a QID is cancelled the seller can no longer act on the transfer, which makes the process far more complicated. Finish the sale and transfer while both parties still hold valid Qatari IDs.

Do I need a Qatari ID to own a car?

You need a valid Qatari ID (residence permit) to register a vehicle in your name and to buy motor insurance. Visitors on a short-term visa generally cannot register a car.

What if the car still has a bank loan?

The financing bank must first release the lien and issue a clearance letter. The car cannot be transferred while a loan is registered against it, so settle or clear the finance before you agree a completion date.

Who pays the transfer fees — buyer or seller?

There's no legal rule; it's negotiable. In practice the buyer usually covers the transfer fee, inspection and insurance, but agree this up front so it's clear.
